Retry confirmed failed video platforms

Queues only explicitly named, confirmed failed and retryable platforms. Successful, queued/running, or needs_review platforms return 409. A safe failed sibling may be retried while a different platform needs review. Do not infer retry eligibility from the legacy video status.
