Clear failed video publish errors

Clears error_message and platform_errors only when the video has no successful platform history and no active or unresolved publishing attempt. It does not reset published platforms, start a new publishing generation, or resolve needs_review. A successful, queued/running, or review-required attempt returns 409; create a new video with POST /v1/videos for an intentional repost.
