Update customer version policies

Deprecated: no successor. Every campaign's new work now uses each customer's newest version (a customer's next conversation, interview or cycle; work already running keeps its version), so there is no policy left to choose and this changes nothing. latest answers changed: false with policy latest. pinned is no longer a choice: 409 PRECONDITION_FAILED with details.reason product_unsupported. A campaign that does not exist or is being deleted is 404 RESOURCE_NOT_FOUND.
