Get usage summaries

Deprecated: use billing.usage-summaries.get.v3 (billing_usage_summaries_get_v3), which drops overageTerms and also itemizes fractional API-dollar usage. This version lists integer-unit offers; its account dollar total still includes every settled charge. It still answers overageTerms, as acceptedAt the instant the funding subscription went live (subscribing is the consent) or null without one, and orderFormReference always null. The id is the organization id.
