Get usage summaries (v2)

Deprecated: use billing.usage-summaries.get.v3 (billing_usage_summaries_get_v3), which also itemizes fractional API-dollar usage. This version lists integer-unit offers; its account dollar total still includes every settled charge. The id is the organization id.
