Get usage summaries (v3)

Read the organization's usage this billing period: each offer's settled units, including fractional API dollars, allowance position, pending runs, and settled overage, and the overage no invoice has billed yet with the date the next invoice bills it and the unbilled amount that invoices it sooner. Every subscribed account bills usage past the plan on its invoice. The id is the organization id.
