PUT Change request signer

Este endpoint permite alterar o signatário de uma solicitação.
Além de alterar o signatário, é enviado um e-mail/whatsapp e gerada uma nova signing_key.

Só solicitações pendentes podem ter o signatário alterado. Os erros respondem 404 com a chave error.

Mensagem enviada para o novo destinatário (1 a 255 caracteres).
