Admin Refund Print Order
RETURNS. Neither supplier has a returns API, so a return is: the customer sends the item back (or not), and an operator refunds. This is that refund, done through the engine instead of the Stripe dashboard so it is idempotent, traced on the row and in Stripe, stops a print that has not gone to press, and tells the customer — none of which a dashboard refund did until charge.refunded was handled.
Operator-only (X-Admin-Key, same mechanism as the analytics and stars admin routes). Refuses anything that is not paid or refund_failed.
