Mark Placed In Print Batch

The seam the not-yet-built print/batching module will call once it lands (see service.py docstring) — exposed as a route now, same posture as fulfillment's Iowa-count seam (routes.py count_parcels_by_org_month), so it is independently testable at the HTTP layer before that module exists.
