Verify Action Item Resolutions

Reconciles action items against reality in BOTH directions:

• Re-checks resolved items whose grace window has come due, and pushes back onto the surface any whose condition is STILL true. Pressing Resolve is a claim that the work happened; this is what checks it.
• Auto-resolves OPEN items in action_item_verify.SETTLERS whose condition has now cleared (docs/OWNER_TODAY.md, Frederick, 2026-08-08: resolving must follow from the real work, not a click that only hides the card -- see that module's own docstring).
• Closes OPEN items of a kind whose producer has been deleted (action_item_verify.RETIRED_KINDS) -- residue no predicate can ever settle, because nothing raises the condition any more.

Both are deterministic by construction -- "is this invoice still unpaid" has one right answer -- so no model is consulted either way. Kinds outside the relevant map are untouched by that half of the sweep.
