Reassign Action Item
The manual per-card reassign control for an unresolved-name pool card (GitHub issue #2319, Frederick 2026-09-14, R-154; PLAN-ACTIVE-TODAY-CARDS-SETTLE-001.md §F). Same write gate as resolve/dismiss/undo above (platform:action_items:write) -- no new authority (RA-01/RA-04, docs/00_business_rules/ROOSTER_AUTHORITY.md): reassignment within the org is a routine, reversible, in-house act, and a pool card's own VISIBILITY already restricted who could ever reach this button to whoever holds that pool's grant (see action_items.list_worked_pool_items/list_visible_pool_items).
