List Dedup Proposals

The review queue (build task bullets 1/2/4). min_score defaults to DEFAULT_REVIEW_MIN_SCORE (0.80 -- the measured line between certain/near-certain and "needs a human's read", domain.py's own docstring) rather than 0, so a caller that never thinks about the parameter still gets the workable ~96-row queue instead of the 2,101-row wall. Pass min_score=0 to see everything -- nothing is ever hidden permanently, only by default.

tier_counts/total_open are computed over EVERY open proposal regardless of min_score, so hidden_count is an honest count of what the current threshold is hiding, not just "items not on this page".
