Generate Dedup Proposals

Re-runs the seed + generate pass (service.run_organization_dedup) from a controlled, authenticated context (staging/an ops screen) rather than only ever from the CLI tool. Never called against production automatically by anything in this codebase — Frederick runs the data pass himself after reviewing (build task discipline).
