Propose Messaging Version Route

Ruling gap #2338 Q4, verbatim: "Plan approval does NOT approve the messaging; each messaging version gets its own approval." Creates the version AND files its own decision in one call -- a version sitting with no decision at all is not a real proposal, it is a draft nobody asked to see.
