Get Equipment

The machine register. app.modules.equipment.service.list_equipment is the real body (U6): the header figures (count, cost to run, up/down/ degraded) plus one card per real machine, computed fresh off equipment, equipment_meter and equipment_events (0449, on top of 0404's original register) on every call -- never cached, never hand-set.
