Owner Learnloop Run Once

OWNER plane — run ONE proposer+grader learn cycle SYNCHRONOUSLY and return its real summary {seed, asked, graded, scored_records, unscorable, new_questions, stopped_because}. seed overrides the picked seed; budget overrides the bound defaults (max_steps/ max_calls/max_depth/followups). Writes a grader:<model> record (independent of the proposer, §2) per graded question; opinion/undecidable questions stay unscorable.
