Liveness + whether the model backend is reachable. In stub mode this does NO network round-trip (so it never hangs offline). On the public/sell plane the MODEL IDENTITY IS NOT EXPOSED (backend-visibility only, Jay 2026-06-16): a caller gets a reachable boolean, never the backend/model_id/local catalogue. The owner/local plane (no ROUTER_PLANE) still sees full detail for monitoring.
