Owner Keys

Mint a customer API key (C6 — key issuance without hand-editing a file on the server; audit caller-plane finding #2). Appends to the gitignored app/data/api_keys.json and returns the key ONCE. Admin-gated: on the sell config (ROUTER_REQUIRE_KEY=1) the metering middleware requires the ADMIN key for every /owner/* path.
