Client Mint Key

Mint a sibling seat key WITHIN the caller's own plan + org (never a plan upgrade — plan/quota are inherited from the caller's key, org is stamped server-side). Capped per org so self-serve can't fan out unbounded. Returns the full key ONCE; afterwards it lists masked.
