Get Paper Version
Download one paper version (302 → presigned S3 URL, attachment).
fmt is the preferred format ('pdf' default, or 'md'). When the preferred format isn't in S3 (e.g. PDF generation failed) we transparently fall back to the other so the user still gets a file — from their perspective the download behaves the same, a .md just pops out instead.
