Seal Version

Seal an uploaded version: 202, and OS3 checks every file and seals the version, usually within minutes. Until then it is uploading with its seal_requested_at; then sealed, or still uploading with seal_error saying why it cannot be sealed (asking again clears it and checks again). Asked again while it is being sealed: the same 202. Follow it with GET .../versions/{version}.
