Get the tool policy for an External MCP Connection

Returns the admin-managed tool policy for one connection: whether every tool is disabled, the individual tool names that are disabled, and who last changed it. Disabled tools are hidden from capability search and Code Mode and refused when called. Workspace owners and admins only.
