Send an existing Outlook draft after explicit user confirmation

Changed on

Requires Mail.Send and the mailSend feature. Only send an existing draft the user explicitly requested to send. Graph HTTP 202 means accepted, not delivered. Uses only the calling member's delegated Microsoft 365 connection. Never automatically retry a mutation after a timeout, cancellation, or ambiguous response; inspect current state first.
