Create a reply draft for a selected Outlook message

Uses Graph createReply with Mail.ReadWrite and mailDraft. Preserves the selected message's reply context. Saves a draft for user review and never sends it. Uses only the calling member's delegated Microsoft 365 connection. Never automatically retry a mutation after a timeout, cancellation, or ambiguous response; inspect current state first.
