  1. 验证验证码是否正确
  2. 检查新手机号是否已被其他用户使用
  3. 更新用户手机号
  4. 返回成功消息和新手机号
  5. 如果验证码无效或过期 返回400错误
  6. 如果新手机号已被使用 返回400错误
