What the public ask page may render (unauthenticated)

Answers { requestable: true, resourceName, orgName } ONLY for a resource under the full double opt-in (the org master switch AND the resource's own allowExternalRequests toggle, plus restrictAccess for workspace families); everything else, including nonexistent ids, is one uniform { requestable: false }, so this endpoint cannot enumerate resources. Rate-limited per IP.
