List pending requests the caller may decide

Scoped server-side to the manage-sharing set per resource, so a Portfolio Manager does NOT see workspace-resource requests they cannot grant. Rows carry the requester, note, resource, the grantable levels for that resource family, and the requester's most recent prior outcome on the same resource. Powers the People & Teams tab + the sidebar badge.
