Any active member. Returns { impact: within_free | billable | member_cap, freeGuestSeats, guestsUsed, perSeatMonthly, billingInterval, planCode, memberLimit }, computed server-side (the free-Guest allowance is PlanPricing-overridable per org). Powers the share dialog's pre-commit seat line.
