Enable Batch

0e4 云同步页(方案 docs/reviews/2026-10-18-云同步入口-调研与方案.md §3 A):一张票(名单 = 所选身份)同时建恢复码 + 开所选身份, 验证只弹一次。票的范围规则本来就是「票里的名单 ⊇ 请求的名单」,只是 jti 一次性,所以合成一个请求。逐个身份给结果(已开 / 超上限不算整体失败)。
