Order Refresh Pay Detail

明细弹窗打开时手续费/实际到账还是空的(webhook 时常查不到 balance_transaction),点一下让后台 再查一次 Stripe(owner 10-04 追加)。只对 channel='stripe' 生效,fee 已经有值就不连 Stripe。
