新建客户:账号 + 租户 + owner 走与自助注册相同的 backend._create_owner_account;7 天试用直接调 _grant_trial; 标准套餐录收款走 billing.record_order(订单 / 审计 / 提成同「录入充值」);自定义套餐(仅超管)走 billing.set_subscription 的 custom 规则。客户没有密码 → 返回一次性设置密码链接,可选同时发邮件。
