Admin Set Killswitch

Toggle the global outreach kill-switch. ON ⇒ the engine stops dispatching new outreach system-wide (sequences stay active, resume when cleared). Audit-logged. 502 if Redis is unreachable so a failed safety toggle isn't silently swallowed.
