Admin Rollout Cohorts

Split real clients into active vs dormant for the campaign-first rollout (plan §10). Active = has an active sequence OR a send in the last 14 days; everyone else is dormant. Internal/test accounts (analytics_excluded) and disabled accounts are excluded — they're flipped first anyway. There is no last_login_at column, so recency comes from the last sent message.
