Admin Set Campaign First Ux

Flip a client onto (or off) the campaign-first UX. Sets/clears campaign_first_ux_at — the timestamp is both the switch and the rollout audit trail (when each client was migrated). Reversible: enabled=false → NULL → the client falls back to the legacy UX (all data changes are additive, so nothing else needs reverting). Audit-logged.
