Unsuppress Automation

Restore a suppressed automation. If the row was ACTIVE before suppress (suppress only flips is_suppressed — status stays as it was), this endpoint also re-registers the Temporal schedule that suppress deleted. Without that, the row sits ACTIVE forever with no backing schedule and never fires again.
