Hard-delete a workflow. ADMIN on the automation (owners bypass), like managing access.

409 {"detail", "usages": [{"type", "id", "name"}]} when Apps or Actions reference it, or when it has published versions (usages may then be empty). 409 {"detail"} while a run is in progress. Otherwise deletes its graph, run history, favourites and grants, then removes its Temporal schedule and retires its builder chat.
