Set Company Meta Ads Cap

Set the daily cap: 0 = pause; [3, 150] = live, funded from the credit balance. Rejects a cap the balance cannot fund right now (exact-numbers error). A positive cap while INSUFFICIENT_CREDITS just re-spawns the reconciler (resume is automatic). The route only validates + persists + spawns the reconciler (§4.7).
