Get Catalog Terms

List catalog terms for a database, paginated and searchable.

When q is provided, terms are searched server-side (full-text on Postgres, ILIKE fallback on SQLite) so every term is reachable regardless of how many the database has; otherwise terms are returned name-ordered. Returns an envelope with total so the UI can virtualize/scroll.
