with-materials actions for PurchaseOrderViewset.

POST .../purchaseorder/with-materials/ creates a PurchaseOrder and its materials in one atomic request.

PATCH .../purchaseorder/{id}/with-materials/ updates the PurchaseOrder and replaces its materials set as a whole: a row with an id updates that stored PurchaseOrderMaterial, a row without one creates a new one, and any stored row absent from the list is deleted.
