Transfer a user's open leads to a colleague or across their team
Changed onMove the open leads of user_id without touching their account.
The path for users who were already deactivated before #906 shipped (13 of them in prod, holding ~180 open leads) — reachable from the "Excluídos" tab.
Body: {"to_user_id": 123} or {"mode": "round_robin"}.
The SOURCE user is resolved inside the caller's company and 404s otherwise: a route that validated only the destination would let one tenant name another tenant's user (docs/claude/02-security.md §8 — validate BOTH ids).
