Api Create Observation

Create an observation, optionally with pasted images (ticket #923).

One request, one transaction: either the observation and all of its images exist, or nothing does. The alternative — create the row, then POST the files to a second endpoint — leaves a text-only observation behind whenever the second call fails, and the composer has already been cleared by then.

⛔ The length constraint lives on Form(), not on a Pydantic body model: a model cannot bind as the body of a multipart route.
