Api Create History

Text-only observation (legacy JSON shape).

Kept byte-compatible with the pre-#923 frontend so an old bundle keeps working across the BE->FE deploy gap. New clients POST /observations, which also carries images. Prefer that one.

⛔ Do NOT bind app.models.models.HistoryCreate here: it declares a required user_id that no caller sends, so it would 422 every save.
