Self-serve restore a tombstoned organization (owner or admin, within 30 days of tombstoning)

MNE-2503: within 30 days of tombstoned_at, the org's own owner or admin can restore it themselves — no mnemom-admin required. Refused (403) past the 30-day window (only the mnemom-admin-only restore path remains after that). Also clears a pending scheduled_tombstone_at on an org that was never actually tombstoned (no separate cancel-schedule endpoint). If the org has a paused billing subscription, confirm_billing_resume must be true in the request body or the whole restore is refused (400) — never partially applied. Gated behind the ORG_SELF_SERVE_RESTORE_ENABLED flag; 404s (as if the route doesn't exist) when that flag is off.
