Create a 24-hour repository token grant (member)

Binds (org, user, repository, session, cell) for 24 hours and mints the first 1-hour installation token narrowed to that one repository with contents:write, pull_requests:write, metadata:read, plus issues:write when the installation has accepted that permission (the GitHub App declares it; each installation must re-accept before it is requested). The set actually requested is returned as permissions. No token is persisted.
