External-SSO failure landing — clears state and redirects to SPA login

MNE-1449 re-flip. The idpIntent failureUrl: the external IdP / Zitadel signaled a failure. No session is minted; clears the mnemom_idp_initiator cookie and 302-redirects to the SPA login with an error flag. Returns 503 unless the cell is configured for Zitadel login.
