Get agent observer-rollout flags

Returns the per-agent operational observer-rollout flags (observer V2 primary / V1 shadow). MNE-556 P4: the former behavioral toggles (AAP/AIP, proof, nudge strategy, DDR mode, analyze-output) moved to the composed alignment card and are no longer returned here. Readable by members of the agent's org (or anyone when the agent is public); an authenticated non-member gets 403.
