Draft alignment-card suggestions from recent traffic (MNE-7173)

Analyzes the agent's most recent traces (bounded window, indexed, no offset/pagination fan-out) and proposes candidate Alignment Card rules — each tagged value | boundary | forbidden_action and citing the concrete trace evidence it was derived from. Advisory only: nothing is persisted here, and nothing is applied to a live card without an explicit Approve through the existing card-save path (PUT /v1/alignment/agent/{agent_id}). Auth is authorizeAgentAccess (owner-org only, no public/anonymous bypass) — NOT the trace-viewer's checkAgentPrivacy gate, since this drafts governance-card content rather than surfacing raw traces.
