Force a fresh MIT attempt on a pending/failed charge

Closes a stuck PENDING attempt as failed (nothing else does until the 24h reconcile TTL) and charges the invoice again, off the dunning schedule. Real money: reconcile first — if the gateway did take the payment, its late postback plus this retry mean a double charge.
