DeleteRetlWorkflowRun

Changed on

Deletes only the workflow record of a finished rETL workflow run. The logs of the run are kept, so ListRetlWorkflowRuns and GetRetlWorkflowRun still return the run for 30 days. dry_run runs the checks and deletes nothing.
