Continue Agent

Carry on a run that stopped at its credit limit, with a new budget: a new run on the same thread (continuesRunId) that resumes from where the stopped one was, keeps the pages it read (not paid for again) and answers in full; the stopped run says continuedBy. 409 for a run that did not stop at its limit or was already continued, 410 past its keep date.
